Frau Horvath, the toilet attendant, is the ruler of a public men’s bathroom from the times of Kaiser Franz Joseph I. “I’ve seen many things”, she says, wipes the toilet bowls and urinals clean, knits and patiently endures the daily insanity of her visitors. Prostitute Lulu is beaten up by her pimp, a deaf-mute hustler and a man wearing a hat molest the lifeless body. A professor acts out his obsession and shatters the toilet bowls with karate chops, until Frau Horvath blinds him with her knitting needles. Two high-school graduates, part of the neo-Nazi movement, beat a third one up, teaching him the Nazi salute. The perversions and cruelties are interrupted by a sleazy tourist guide, who shows the Jugendstil-site to a Japanese tourist group. The Asian men take pictures of bleeding Lulu and photograph each other adopting peeing poses. Bribed with lots of money, Frau Horvath finally reveals the secret of the underworld.
